School District 67 recent reconfiguration created the new K–6 Summerland Elementary School and an 80‑space daycare opening in spring 2026, bringing a significantly younger and more vulnerable population to the area. As a result, traffic congestion and pedestrian risk at the Jubilee Road and Kelly Avenue intersection have increased, underscoring the need for targeted safety improvements to protect these users and ensure equitable access for all families. The grant inpartnership with the District of Summerland will fund an engineering assessment and the necessary infrastructure improvements to enhance safety.
School District 67 Okanagan Skaha’s recent reconfiguration, the creation of the new K–6 Summerland Elementary School, which was previously a middle school and the addition of an 80‑space daycare opening in April 2026, has introduced a much younger and more vulnerable population to the Jubilee Road and Kelly Avenue intersection, significantly changing traffic patterns and safety needs. Increased vehicle drop‑offs, greater pedestrian vulnerability among young children, and the added daycare traffic have contributed to congestion, limited visibility, and unsafe crossing conditions that no longer align with the site’s original design.
This project focuses on improving safety for young children, caregivers, families,and other road users who travel through this busy corridor. Key actions include hiring an engineer to conduct a safety assessment and implementing targeted infrastructure improvements. The desired outcome is a safer, more efficient,and more inclusive intersection that protects vulnerable users, reduces conflict points between vehicles and pedestrians, and supports equitable access for all families in alignment with community needs.
