Leading Pedestrian Intervals with Accessible Pedestrian Signal

Summary

This project includes the installation of Leading Pedestrian Intervals (LPIs) and Accessible Pedestrian Signals (APS) at two fully signalized intersections with a history of collisions while a person crossing had the right of way. Best practice with Leading Pedestrian Intervals is to install Accessible Pedestrian Signals. This ensures equitable outcomes so that all our residents and visitors receive the same safety benefit, regardless of visual ability, and improves access within our community. APS provides auditory, visual, and vibrotactile information for people who are blind or have low vision to advise when they should cross at a signalized intersection with directional guidance.

Project Overview

Leading Pedestrian Intervals (LPIs) provide a 3 to 7 second head start for pedestrians to enter the crosswalk before adjacent vehicles receive the green light. This is a proven safety measure that reduces collision risk for pedestrians. It provides the following safety benefits:

  • Increased visibility of pedestrians as they have more time to establish their right of way in the crosswalk,
  • Increased likelihood of yielding behaviour from vehicle drivers,
  • Reduced conflicts between pedestrians and vehicles.

This project is expected to reduce vehicle-pedestrian collisions and conflicts at Enterprise Way/Spall Rd and Dilworth Drive/Summit Drive and will contribute to improving road safety for people walking in Kelowna. It will also support the City of Kelowna in expanding our APS network at signalized intersections, improving road safety and access for people who are blind or have low vision. Pairing APS with LPI phasing will benefit all pedestrians, providing equal benefits of an LPI phase to those who are blind or have low vision.
