This project aims to implement leading pedestrian intervals at two fully signalized intersections with a history of collisions while pedestrians had the right of way. To improve equity outcomes, best practices include implementing Accessible Pedestrian Signals, which advise pedestrians who are blind or have low vision when they have the right of way to cross at a signalized intersection with directional guidance.
Leading Pedestrian Intervals (LPIs) give pedestrians a three to seven-second head start to enter the crosswalk before vehicles receive the green light. They are a proven countermeasure giving pedestrians a head start and making them more visible to drivers.
This project is expected to reduce vehicle-pedestrian collisions and conflicts at the identified intersections with LPI phasing (Dilworth Drive/Summit Drive and Enterprise Way/Spall Road) and improve the perception of safety for pedestrians in Kelowna. It will also support the City of Kelowna in getting closer to having APS installed at 100% of fully signalized intersections, improving road safety for people who are blind or have low vision. Pairing APS with LPI phasing will benefit all pedestrians, providing equal benefits of an LPI phase to those who are blind or have low vision. This project is expected to remain in place long-term, and the City of Kelowna has plans for widespread implementation of LPIs following the endorsement of the Safe Mobility Action Plan.
