Improving Pedestrian Safety Near Esquimalt High School

Summary

In collaboration with the Township of Esquimalt, this project will improve road safety and accessibility for pedestrians through the installation of a new crosswalk with pedestrian-activated Rectangular Rapid Flashing Beacons (RRFBs), curb extensions to narrow the roadway, new curb cuts, new tactile mats, and improved sightlines (through parking removal) on Dominion Road at Powderly Avenue.

Project Overview

In 2019, the City of Victoria adopted Go Victoria. This document sets the framework and vision for achieving clean, safe mobility options for everyone. As part of this vision, a goal is set to eliminate and maintain zero traffic-related fatalities and serious injuries annually.

Dominion Road at Powderly Avenue is a popular walking route between the municipalities of Esquimalt and Victoria. This location connects Esquimalt High School, Anderson Park, Anderson skate park and community garden, as well the Victoria West and Banfield Park area and village centre. There are currently no crosswalks on Dominion Road, which is classified as a collector road. The current conditions on Powderly Avenue include a hill and parked cars that limit sightlines. Both the grade and existing roadway design mean that drivers may not expect pedestrians to cross the street at this location.

This project is needed to formalize the desired crossing point, visually highlight right of way for pedestrians, increase accessibility of the built environment and improve predictability for drivers.
