Duncan Street Raised Crosswalk and Flashers

Summary

This project is to increase accessibility and safety for pedestrians crossing Duncan Street by making the sidewalk even with the crosswalk, slow traffic, and making pedestrians more visible on the crosswalk.

Project Overview

This project addresses the pressing need for improved road safety and accessibility for all community members. The east side of Duncan Street is home to a number of commercial establishments that attract significant pedestrian traffic. Among these businesses is a popular venue with outdoor seating, where patrons enjoy food and drinks, alongside a park that features a large on-street parking area on the west side. The addition of enhanced traffic calming measures along Duncan Street is essential for fostering a safer, more pedestrian-friendly environment.

While the recent city-wide speed limit reduction project - that was partly funded through a 2023 Vision Zero BC grant - has been effective at lowering speeds throughout the day, the implementation of traffic calming features at this crossing will ensure that vehicle speeds remain low on a street that has heavy pedestrian use (walking/rolling and leisure). By effectively reducing the speed of through traffic, we can significantly improve safety and accessibility for pedestrians at this location.

The City of Duncan will enhance the existing southern mid-block rainbow crossing on Duncan Street between Ingram St and Trunk Road with new pedestrian controlled flashers and new permanent traffic calming features. The proposed project will have two functions, the first will be to help reduce vehicle speeds along Duncan Street adjacent to a busy commercial space with outdoor seating. This will be done in conjunction with recent city-wide efforts to reduce vehicle speeds through lowering speed limits throughout most of the city . The second function will be to increase pedestrian visibility through pedestrian controlled signal flashers.
